What can this device do without the Garmin satellite subscription? Is it useless without subscription?

It's not useless without a subscription but you are paying for satellite communicator technology that you wont' be using and could find something else for regular satellite location tracking that would be less expensive.

Does this device require a paid monthly service?

Yes, there are annual plans and flexible monthly plans.

Can someone at home with a cell initiate a text to Mini 2? Or can they only to reply to a text sent from the Mini 2?
