Is this compatible with the Garmin backpack tether?

Yes, it is. I use it with the Garmin backpack tether myself. The silicone has an opening on the back large enough for the clip to slide on/off. In fact, I had issues with this case using the regular "slide on" clip because whatever you were sliding the clip onto would have to also slide against the edge of the silicone (which is very grippy) but the backpack tether slides on/off very easily with the audible click that lets you know it's fully on. This case and the backpack tether make a good pair in my opinion.

Will this fit the 86sci?

I believe the 86 is larger than the 66 which this case this sleeve is designed for so I would doubt it. The 86 series is 2 CM taller and I doubt the case could stretch anywhere near that far.
