Will it leave lashes and brows looking wet? I dont want wet/oily brows during the day. Or is this only for night time

No oily wet brows/lashes it does not crust up either it does exactly what it suppose to gives healthier fuller lash/ brow I love it can’t complain affordable and works compared to these other expensive lash/brow serum that don’t even work

could i use it out on the sun & with make-up?

I’m not sure about out in the sun but definitely under makeup. Just be sure to let it dry first.
