Should. I know mine did. You might have to get a little creative with the wiring, but I got it in there.

Will this work on a 2001 Honda Shadow?

I do not know the dimensions of this Honda shadow. But if you are cleaver enough you can make it work with a block of aluminum and a drill press.

Is the headlight staionary once installed or does it spin?

It'll move around so you can adjust it but then once you tighten the bolt that holds it on the bike it won't move.
