can this be used on the tubes?

no. the tire boot is a temporary fix for a tire that has sustained a tear or cut. Without it the tire's tube would bubble through the cut when air pressure is put into the tube. It is not designed to be used as a patch for tubes.

does this have to be stuck on the outside of the tyre or inside of the tire?

The patch is applied to the inside of the tire between the tire and the tube.
