Need 5vdc out, input varies 7-15vac...will it regulate at 5vdc out or will it be proportional to varying 7-15 input

They are very precise about the output. I used on with 12 v input and 5v output for an arduino. When I connected it to 24v - still, exactly 5v!

Is there a UL Listing for this?

You don’t need one. If you’re going to embed this into a system then the system gets UL approval. That’s the point of an embedded system.

Can this convert 24v ac to 24v dc or will there be a drop across the device?

This conversion broad has worked great for me. My demands are not great , I can get the DC voltages I need. I recommend!
