How often must i refill my water rings

I don't know about all trees, but for mature fruit trees you're supposed to water 15 gallons per inch of tree trunk diameter (measured about one foot up from the ground).
Just about one of the worst things you can do to ANY tree is to not water deeply enough. First year trees should be watered weekly.  Not all trees have the same water requirements. You're going to have to do the research.

How can i make my water rings drip at a slower rate

Don't get why you would want that, and there's no way that I know of to inhibit the rate of drip with these things. 
We're down to our last two "rings" and what a waste of money. They barely lasted a few years. Not to mention adding more plastic to the landfill.

Water should drip out in about 5 hours, I don't know how much damage can happen in 5 hours.  Many days this year in Seattle 85-95 degrees and my 2 and 3 year old trees were fine .  Water in morning or at night if it gets extremely hot.  If sun is a problem, also water when sun not on watering ring, or cover the ring with something white to reflect rather than absorb the sun rays.  Having said all that, near the end of the season, I couldn't get the water to drip out of ring, so make sure you do not get dirt, pebbles, bark, etc. in the little drain holes on the bottom so water does drip out in the 5 hours or so.
