How's the breathability and neck coverage on this? I need it for riding my bike in the cold.

I like it a lot but have never wore it while on a bike . I use it at work with hard hat but definitely stay warm. And doesn't completely cover neck but good enough

It depends on what kind of winds you are talking about. I was outside in 8 deg. weather all night and it kept my head very warm and it was 15 to 20 MPH wind that night. It works good for those cold Georgia nights. You can feel some wind penetration in conditions as I described but little. It allows you to breath a little which helps with comfort.

Can you pull the top back and wear it as a face cover or other style (looking to see if its similar to a balacava)?

Face mask pulls down below the chin when not needed.
