Why does the soap not appear to be releasing even with button being held down?

Dispenser has to be full or almost full once soap level gets low pressure goes and button doesnt work well

What is the box for the dishwand with a soap control button? How many dishwands and refills?

Not sure what you mean what is the box for? As for quantity you get one brush that comes with one head. No refills for this currently but it DOES NOT leak soap at all and is the best brush I've ever purchased. I did find you can use the sponge head refills for other brands on this one-works just fine.

Why did ScotchBrite change the design to add a giant hole in the scrubber that wastes 2x+ liquid soap as compared to before?

I realized the same, that's why I threw mine away and bought the Scotch Brite heavy duty wand. The soap only comes out when you press the button on top. The only reason I could think why they put the hole in the pad is they have stock in Dawn or other dish soap companies.

Is this wand dishwasher safe?

I'm not sure why one would want to put it in the dishwasher, but it is made of heavy-duty plastic and would probably withstand the heat (top rack).
