after 5 years this has started to leak between inlet and outlet. is it repairable or just throw away

No, you don't need to throw it away unless it is badly corroded and the thread part is cracked or you are so rich and want to throw money away. Any female-gender garden hose-type connector has a o-ring gasket in it, and you need to replace it once every few years or when it leaks. Most hardware stores carry the replacement gaskets and they are pretty cheap, several pieces a dollar and it is very easy to replace it.

I live in an apartment and the pressure is often low when they're watering the lawns. What is minimum input pressure for 40 lb regulated output?

Regulating your water won't help. You'd have to take that up with management about the sprinklers. The issue may be that they're using 1" or larger pvc pipe for the sprinklers which means there's a pressure drop because there's not enough water flow to support it. they could contact the water company to adjust the pressure regulator for the main water line which should support the demand for the sprinklers.
