Will the dial turned all the way down completely mute the bass? Or will you still hear it?

Yes it will mute the bass when you turn the bass know all the way done and it work good for me. It woke up me subwoofer when I bought it. It helps you get into the lower end bass for you sub or subs

Would this work on a audiopipe amp ?

Depends on how your amp is set up, this bass control connects by way of a 3.5 mm jack. Otherwise if your amp has the female jack input it'll work great.
