Yes, but you would be better off with a solvent based sealer, which is vastly superior.

Does this contain shellac?

it contains turpentine, paraffin and mineral spirts, I hope that helps, it is a sealer,

It is a sanding sealer...no wax in product...It just makes wood take a more even finish.

could this be used on a exterior project?

No. The finish does not have UV inhibitors.
