This price is for how much floats?

I bought these floats and would advise against buying them. they didn't work. There was leakage. Amazon took them back.

How can you adjust the water level

You adjust the water level by the placement of the float valve. I use these on self watering planters and just adjust how low or how high I have the float anchored inn the container.

Does this device require power?

This float valve does not require power. It works very well in maintaining set water levels.

these threads don't work on any adapter I can find. what kind of adapter do i need to get to 1/4 pipe thread?

I would think a standard 1/2 inch to 1/4 in adaptor would work.
