Not normal. Accurate to within a half-degree when calibrated.

How do we select either of the 2 Certificate of Traceablitity options? Or is this already in the box?

The product does not come with a certificate & it's a hassle to obtain. The Extech website notes the following:Is my meter calibrated out of the box? How often should it be calibrated? Does it come with a calibration certificate? How & where can I get my meter calibrated?All Extech products are factory calibrated prior to shipment. This calibration is valid for one year. An annual factory calibration is recommended. Extech does not include calibration certificates with our products. NIST calibrations with data can be purchased for an additional charge for most products. To send your meter to be NIST calibrated please contact our return department for a return authorization number and other return information.

Can it display the temperature in Celsius unit?

Yes! Good question, and I did not know, so I dug out my instructions. I am now looking at those and my unit and there is a switch in the battery compartment below the battery for degrees F and degrees C. Using this, I have 78.6 F showing as 25.9 C. BTW, I'm actually considering getting another one for my car and work. It will need some protection, like a plastic sandwich box with some paper towel padding, but that will do it for me. Hope you enjoy yours as much as I like mine.

May i know does this item come together with a calibration certificate?

The calibration certificate is not included; it can be ordered together with 17030-28 calibration.
