The package label says 134. I did not count to confirm this.

Do I have to cut away the white?

The die cut images are printed on white card stock, so they have a white background. If you feel up to cutting it off you can, but most people just take their inkers and darken the edges if the white is too stark for where you wish to place them.

Can you decoupage with these?

Yes; I don’t see any reason why you couldn’t; they are sturdy and color fast
