Does anyone know why this coulsnt be used for engine?

I have no personal experience but the description specifically says “ Not for use on engines, crankcases, transmissions, or radiators! ”

Can you use this to paint the inside of a chrome exhaust pipe? By inside I mean the part of the pipe toward the end that is exposed.

Can be, never did it paint rated from 1300-2000 degrees My opinion won't last if you ride a lot will get discolored from exhaust

Can this be used on a tank and fender?

Yes, Just make sure you clean the part you're going to paint real good. The first time I used this paint I was very pleased the way it came out. I've been using this ever since. Great product.
