If I use a rechargeable battery, is there a port to charge it?

No charging port. Batteries not included. You can use two CR123A's (non-rechargeable) or a single 18650 rechargeable battery. These lights really are supper bright. Like almost too bright if using them for something up close, but amazing distance outside because of how bright. And the single on or off button with no other modes is great.

This flashlight only had a SMALL circle of bright light right in the center and the rest was much, much dimmer, is that how it is supposed to be???

Yes, I have the same problem with this flashlight, and I don't see any work-around. The center bright light is blinding compared to the edge lighting. I don't like it, and have stopped using it in favor of the PeakPlus Rechargeable Tactical Flashlight LFX1000.

Will it stand flat on the switch end, to illuminate the ceiling for use in power outages?

No, it won't. I buy these flashlights in bulk for the shop and have removed the rubber switch cover so it will stand on its end. I also use rechargable 18650 batteries in them.
