Is this a pure sine wave??

I only used this inverter for a very short time and it worked well. Did not get a chance to verify if it was pure sine wave as I upgraded to a 24 volts inverter within short time

Does this have a built in fuse or circuit breaker? Or do I have to install one outside of it? Thanks!

IT Does but its not meant to be user serviable... its a 250 amp fuse. I would use a 200 amp external fuse or circuit breaker as system protection. that will pass 2 KW even at 10 volts DC so the fuse should blow above that level of power.

What's the VA rating for this inverter? How does it handle inductive/motor loads?

1800VA continuous load. It handles inductive loads fairly well, but if you are operating near 1800VA then you may want to look into power factor correction on your motors to help get the most out of it, as well as soft start for any motors over ~1.5 horse power.

Will this unit run solely off a battery bank like with a solar system or does it require an engine running to provide constant power to the batteries?

It cuts off when it sees 10.5 volts at the unit. So yes, it will run on a battery only, no engine. Make sure you use large enough wire between the battery and the unit or the unit will see 10.5 volts with light loads.
