Do the lights on the ferris wheel go under the clear lego bricks like other sets or do they have to sot on top like in the picture here?

You can actually wind it so the lights can sit any way you want. They are spaced so that they will meet each of the seats

How many lego blocks is it?

I don’t know I gave it to my 14 year old grandson last Christmas. He had it together in about 4 hours total.
