Are the 2n2907 transistors from this kit pnp or npn? i believe 2907 are pnp, yet the online product description and the label from the kit say npn.

You're correct, the 2n2907s in this kit test as high-gain PNP, although the kit mislabels them as NPN.

For the 2n3904 npn 60v 0.2a - this would be 12 watts, why does the spec say 0.625 watts? i need to power a circuit drawing 5volts but at 0.3a

The listings on of 60V and 0.2A are maximums that you do not exceed and must be ratio'd so as not to exceed 0.625W (also a maximum). Bottom line, 0.3A exceeds the collector max; therefore, this transistor should not be used for a continuous 0.3A current. Find another transistor that meets you specs.

What is the amplifier factor or current gain?

This is a transistor assortment, lots of different gains and current handling properties. Try looking at the spec sheet for each transistor listed for their specifications - it is out there, just gotta look.

Why is 2n2907 labeled on the box, and described intermittently here, as an npn transistor when it's pnp by industry standard?

Purely and simply, this is a mis-label (a mistake) by the company labeling these transistor. When I got my box of transistors I re-labeled them with the correct data.
