This cable is really meant for ebike systems that use anderson powepoles as the plug style between the battery and the controller. If your bike uses a different connector style, then yeah you would need to cut off that connector and replace it with Andersons, or make a splice inline with the wire that you terminate this way.

Does this plug into the charging port of a bike battery and offer access to power to run accessories while riding the bike?

It all depends on your battery. If your battery has Anderson connectors for the discharge port then you can use this to power DC accessories like lights etc. If you battery does not have any Anderson connectors on the discharge port than this will not work.

Is this rated for a 72v nominal battery? what is the output of the dc plug rated for?

It will work with a 72V system (the internal polyfuse is 72V rated), but the 5.5x2.1mm DC jack standard isn't an ideal choice for high voltage setups.
