The parking blocks at my local mall are taller than most. Would these help me get a wheel up on a 7" block so I can take some sweet pics?

You may. But I dont think they are designed to be used like that. I don't think they will hold their shape.

What is the max wight capacity it can hold?

One pic states “10 ton capacity on flat ground”. It will be much, much less if you are trying to use this as an elevated ramp rather than as a traction device (what it was designed for).

What is the suggested mounting brackets to use with these boards? Would like to mount to side of roof rack.

Some tiedowns or strap ties should work fine. Probably only need a special bracket if you want something that quickly secures/releases for frequent access.
