Can i use this on an outside garage door?

I don’t think so. It’s designed for a side opening standard door. The angles would be al wrong.

Does the sensitivity change on its own overtime for anyone else or just me? Doesnt seem to keep its setting once set

I think it changes a little and although I can't confirm for sure I think it's temperature related i.e. seasonal. It may have oil as the damping medium. I find it so easy to adjust about twice year I'm still impressed.

Yes it does. I have it fitted internally on my garage dude door and it opens outwards. It is easy to fit and it is adjusted for spring tension with 2 small screws.

Does it to meet council’s regs. for fire door in rented houses in England and can it be installed on any fire door?

A fire door itself must meet regulations of fire resistance time, not the closer. The fire door has to be closed to prevent spread of flame. it has nothing to do with the closer, as the door can be closed manually. For a fire door to work it must not be propped or wedged open.
