I am 6'-4" 255lbs. Which suit do i need please?

I am 6 foot 2 and range from 250-275. The XXXL fits pretty well and is a bit tight when my weight creeps up. It would probably fit you pretty well.

is 4/3 too much for Texas ocean in winter?

It depends on your water temperature in the winter Texas ocean, the time you're in the water and the activity level. I used it in low to mid 60 degree temperatures and it was too warm. It should be great for upper 50s.
