Can this drilling machine used for metal and concrete

Yes. The critical issue is having the correct bit. Since this is a 3/8" drill you need to be certain the shank of the bit you select is 3/8" or less but since this is a very common size you shouldn't have a problem. I presume you don't plan on making holes larger than 1/2" because with a relatively small drill like this it will take you a long time, particularly in a hard metal. Be very careful to follow instructions that come with the bit as some need a drilling oil.

Is it powerful enough to sharpen a mower blade with an attached sharpening stone?

I would say yes. It drills thru 30s old steel with ease so China steel is no problem

Twice on this page it says it is battery powered when it really is corded?

NOT battery powered. It is a corded drill.

Is this too heavy for a small woman?

I would not ordinarily touch this question with a ten foot pole because of the ignorance of political correctness. However I do not bend to that particular stupidity. If you are a small woman with experience around a 3/8 drill that you wish dad a little more power, I think you would like this drill. I am 5' 11" and 225 lbs. and it has surprised me a couple of times when the bit grabbed and twisted my hand around my project.
