Generally no rechargeable battery will show up as 1.5 volts when measured. But if they are charged up they will work just fine. Almost no consumer application actually requires the full 1.5 volts. If it did, even a set of new regular batteries would "fail" after being used for a short time -- because their voltage drops during use, too. Just think of these as 1.5 volts because your devices won't know the difference.

Q: Where are they made Japan?

The 4th generation sourced from Japan are made in Takasai City, China is reportedly making Eneloops now, which are inferior.

Q: I have rechargable outdoor lights which require 1.2v aaa 700 mah battries will the extra 100 mah burn out the bulb or will thes be ok

The extra battery capacity (100 mah) will just let the lights work for a slightly longer period of time. I have used these Eneloop batteries in a number of flashlights with no problems.

Q: How long does it take to fully charge these aaa batteries with my eastshine s2 charger?

I have been using slow chargers (1 to 2 hours) for 2 years now and they hold charge very well. If your device needs 4 batteries then you need to buy 8 batteries. When battery charge finishes you swap the batteries and charge the 4 drained ones. After charge store them in a cool place until they are needed again.
