inside canister does not turn, does it wait until the ice cream forms on the sides first or turn right away

THis is a poor design. The paddle doesn't turn, just the bucket turns and since parts are plastic the motor axle will strip out the plastic fitting on the lid. If you just want to try out making home-made ice cream and don't mind if your machine only lasts a year, then this machine is ok.

Does this work with 220V?

No i don't think that will work, it has to be 110 plug in!! You would have to change the plug in & then it might blow the motor up!
