Is it normal for them to come wet and smelling of chemicals?

Mine were a little damp, but not really chemical smelling. I think they probably have a solution to keep them from drying out and looking weird. It washes out after the first use and it'll dry and rehydrate like normal.

Can i use the hard side on non-stick surface?

i use the abrasive side on my all clad nonstick skillets with no ill effect (though i do not know if all clad would recommend this). nonstick cooking surfaces are nonstick in part because they are harder than plain metal surfaces like stainless, cast iron, or aluminum (or the glass used in windshields). prolonged use of the more aggressive scotch-brite pads may end up buffing down one's nonstick cookware, but one should not need to do this very often to begin with, unless one's nonstick surfaces are already compromised and in need of replacement.

Are these considered non abrasive?

Depends on which side you're using. The yellow sponge side is OK to use on everything. The green side is definitely abrasive. I accidentally used the green side to clean my bathroom sink and it took the finish right off it. Now it's no longer shiny. So, if you're concerned I would try the green side on a non- obtrusive spot & see what happens.

Why do they stink and stays on my hands i used them doing the dishes 3 days and they mess so bad why

I rinse them after use and let them dry in a scrubby holder. I’ve honestly never had this problem and I’ve used this brand for years.
