Would this be the right product to use to make a flowing stream, ie., moving water? Thank you!

The short answer is no it would not. This product is used on top of your stream to give it more of a flow look to the stream. If you tried to use this product alone, it would not keep shape. I would recommend a liquid pour made by the same company. It comes in larger size bottles for a bigger stream. If you are doing a deep stream, i would recommend a deep pour product due to the drying/cure times. What is the difference between woodland scenics 4516 surface water - wave and woodland scenics 4515?

4515 is specifically designed to create water ripples. 4516 has a different consistency designed to model actual waves.

does this go on top of cured realistic water

I have also tested and used it on top of cured epoxy and it adheres just fine.

What is the area of coverage?

Depends on the depth(thickness) that you require. Usually applied to the surface so quite a bit of coverage
