What is the expiration date ??

This is mostly minerals (salts) with a little bit of sugar, the expiration date is meaningless, as long as it's properly stored it never expires.

Packet says sodium chloride 2.6g + trisodium ciltrate, dihydrate 2.9g. so is this a total of 5.5 grams of sodium? seems like alot.

No. Sodium Chloride is only partly sodium, the rest is chloride. The same is true for the Trisodium Citrate. You need to calculate what percent of those total weights are just for the sodium. By weight, Sodium Chloride is only 39.3% sodium. So, those 2.6g of sodium chloride only include 1022mg of sodium. Trisodium Citrate is only 26.7% sodium, so those 2.9g only make for 774mg of actual sodium. That makes the drink's total sodium content out to 1.8g of sodium, not 5.5g. Hope that helps!

If i purchase the ors packets (100ct) in oct 2018, what is the date of manufacture? i'm looking to get close to the 3-yr shelf life.

If you look at a Trioral packet, on the back you will see a barcode on the bottom. Under the barcode yo well see a date of manufacture AND a date of expiration. I hope you found this helpful. Good luck :)

This has a massive amount of sodium. If half amount is used, is it effective?

It's intended to replace sodium and other salts lost during intense physical activity or due to sickness. If you use half, then you'll only be replacing half as much as you could. How effective this is will be determined by how badly these need to be replaced. If your aren't sweating/losing body fluids that badly, then 1/2 will probably help. This is really dependent on your situation.
