If pressure is below 10psi, will this pump be helpful?

I assume you are taking inflow of 10psi? Pumps Pull water but higher pressure is better. Is it at the bottom of a large water source/resorvoir or just a small stream coming in at the same level as the pump? Those items affect how hard the pump works and if there is enough water source to keep the pump going.

Can you supply this pump with a universal voltage transformer? We need ten pumps with transformer that runs on 240v input. 100-240v is ideal.

These pumps require 120 volt input and 24 volt output transformers.

My water line for my r/o di system already have psi of 55. i want to slightly increase the pressure to 70. will this do the job?

Yes. You can set the 8800 output pressure as you wish. My RO system runs off a 30/50 well system and boosts my RO system input pressure to 80, but I could turn my target pressure down to 70 by adjusting the 8800.

So if you don't have the shut off switch this won't turn off? I feel like that is something that should be built in.

That is correct, there is no automatic shut off switch. Even if you have an automatic water level shut off (i.e. float switch in your water storage container) the unit remains on. If your float switch shuts down the water from the source the pressure continues to your RO Unit.
