This board will able to connect led light and sound?

It can be used the same as any Arduino, it just has fewer inputs and outputs. It also needs any headers you want to use soldered on.

150mA output? I see that these have a max output of 150ma- is that total? Digital? Analog? I am looking to run 27 charlieplexed LEDs in open heart

150 mA is the limit for the onboard voltage regulator. The Pro Mini should have no trouble driving 27 Charliplexed LEDs directly because it's only turning on a few LEDs at time.

Does this board include the 3 pin headers for programming and breadboard mounting?

This board does not include any headers. Many of our customers already have headers or prefer to choose what they want to put on the board.
