how would I secure the mirror if it is to go against a hedge?

Not sure how you’d secure it to a hedge to be fair. It has brackets so it can be hung on a fence or wall. It’s very heavy too. I guess it could be secured if you tied heavy duty string to the brackets securing on branches...but really only ideal for fence or wall I’d say.

does this mirror have to fit flush to the ground?

No. It would be better to sit slightly off the ground to ensure it does not rot.

What is the finish on the wood?

Not sure about the wood as I never got the chance to put it up, company was very good and sent me 3x replacements as each time it arrived the glass was broken. Gave up in the end and my money was duly returned with no problem.

Is this mirror ok to fit to a fence panel ?

The mirror it very heavy,so you will need a strong fence to hold it,i have one on a wall and one on the post's of a fence panel.
