Q: When fully packed do the dimensions come under 62 linear inches? For an airline like Spirit?

It's a duffle bag so you can push one part in excess of it's "measurements"...Just be careful and should work! 33+17+11.5=61.5 We used Large Ziploc Space Bags that you suck all the air out and were able to put 3 in each one then weighed them and filled end area up to the 50lbs/22.6Kg limit. Worked great...just be sure to get those rolling carts when you go to pick up your luggage. Oh, and the bags were secured with wide straps (all the same color). The zippers could come unzipped or TSA could not close them properly and so I put a TSA approved combination (not key) little padlock on each one to secure the two zippers together as an added measure.

I crawled into this bag once and someone picked me up and carried me around the living room. I was about 150 lbs at the time. This bag holds 150 pounds. haha.

The Amazon site lists the Samsonite Tote-a-ton measurements as 32" by 17" by 11.5". The Amazon site lists the Sa Sports crossbow measurements as 31" by 27". If you need assistance in reading or in doing the arithmetic, perhaps a crossbow purchase should be left to others.

Q: can it be used as a carry-on luggage for airplane?

No you can't. It is too big for a carry on. Its great for excess stuff you need to take with you but registered as baggage.
