Is this dishwasher safe?

It is not food safe, so should not be on any surface that comes in contact with food or your mouth: plates, rims of coffee mugs or glasses, etc.

Can this be used for outdoor projects like a house number sign?

I’ve not used it for outside projects but the paint goes on smooth and if the surface is primed appropriately I’m sure it would hold up
