If I turn it on manually will it turns off in 30 minutes? I wasn’t sure if that’s what it means in the description?

Yes, If you turn on the device manually, it will automatically turn off after 20 minutes. If you manually turn off then the humidity sensor is deactivated and you will have to turn on manually and let it cycle in order to turn the sensor back on. Best Regards, TopGreener Inc.

How do I program this? And does it flash or change a color when I change the levels?

In order to program, hold down the button for 8 seconds until the indicator light blinks. Once it is blinking, change modes by hitting the button 1,2 or 3 times.
