Not sure about being arsenic free, but this is listed on the 2nd bullet point in their description: “STURDY & DURABLE: Designed with strong ceramic construction, made of lead-free, cadmium-free, high quality ceramic. Suitable for hot and cold drinks. Dishwasher and microwave safe.”

does it have a flat bottom?

The bottom has an unglazed rim around the edge just like most ceramic mugs so it isn’t completely flat. It’s a well-made mug and I’m happy with it.
