Is this a single pad or 4 pads?

I can't tell from this listing. When I made my purchase in 2015, the price was $7.39 for 1 (I needed 3 for my window-mount cooler) so the total for 3 pads was a little over $22. Either the price has gone way up, or this is priced as a set. Sorry I couldn't be more helpful!

Only 1" thick? sounds like a very bad deal.

It is only 1 inch thick, but that's normal for this kind of material. You don't need it to be thicker because it acts as a water diffuser. A thicker membrane might make it less efficient.
