What is the horizontal shear strength of this anchor?

Will these properly hold in a 1/4" diameter hole that's 3 1/4" deep?

made in usa?

This has a shear rating of 540 what ? the same as the 3/16” fastner ? i don’t believe they can be the same. please explain it to me. thanks
