Q: Is the garbage bag truly hidden when the trash can is shut?

It's a little tricky to do but I've begun cutting a slit on one side of the plastic garbage bag and tying the two pieces into a knot around the upper edge of the trash can liner to gather any excess bag that would show. It really depends on the size of the trash bag and how important it is to you that no plastic shows. You might have to buy several different brands of bags to find one that works for you.

Q: Can you use this trash can outside for dog waste? Looking for something outside my dog grooming shop.

I supose you could. It comes with a removable plastic "liner" with a handle. I use mine to hold bird feed, and I line the interior with trash bag.

Q: Can someone please measure the circumference at the top for the inner basket? I want to know if my compost bags will fit around it. Thank you!

The diameter is 11 inches, which makes the circumference pi x 11 inches, or 3.14 x 11 = 34.54 inches.
