I have a few not so valuable coins and items I would like to remove any finger oils and dirt from in order to store them away. Will this work???

I'm sure it removes finger oils, but it will not remove finger prints. It does remove a lot of the dirt from the coin. I watched a video from a person on tictoc that said he used to work for NGC a grading company and that this product would not change the coin for grading. It only takes off the top dirt. I hope this helps you.

Is this oil based? Or does it dry like water?

I think it is citrus oil based. Once you use it the manufacture recommends washing with soap and water. I have tried washing and just drying off after use and have noticed no harm to my coins.
