Does it work undetected over VPN?

Yes, it does work connected to a work VPN. I have been using mine for 18 months now and haven't heard anything from my it Department

Do you have to have administrator rights for this to work?

Nope. It dose not upload any software. It's just like plugging in a mouse or keyboard. I got it for my wife. Works great and she loves it.

Is it supposed to keep moving even when I'm using the mouse?

Yes, this is exactly the point.. to slightly move the mouse to simulate activity to prevent inactivity monitors or screen savers from kicking in.

Is this in any way configurable? the jiggle is too fast for me and makes doing precision work impossible. it is a constant 2 pixel l to r movement

No. You cannot configure it. You can unplug it when you don't need it. I unplug when I'm actively working.
