The full statement they make is, "To realize the full potential of this amp (>20 watts per channel), we recommend a power supply that is capable of producing 60 watts of total output."  What they are getting at is that the included power supply is a 36-watt supply (12V X 3A = 36W). To achieve a higher power output, use a power supply greater than what they provide.  If you stick with using a 12V supply and you want 60 watts out of it, you need a 12V 5A supply (12 X 5 = 60).  However, you don't need to limit yourself to a 12V supply.  The unit will operate with a power supply voltage between 4.5 – 24 Volts DC, so any power supply within that range will work if its current (amps) will allow 60 watts.  To determine that, divide 60 by the voltage and that will tell you how many amps it needs to deliver.  For example, a 5-volt supply would need to deliver 12 amps (60 / 5 = 12), a 24-volt supply would need to deliver 2.5 amps (60 / 24 = 2.5), a 15-volt supply would need to deliver 4 amps (60 / 15 = 4), and so forth.  Just make sure the power supply has the same 2.1mm x 5.5mm plug as the original to fit the input of the amp.

Can I just cut the ac plug head off and wire the plug directly to my boat's 12v electrical system?

You can cut the cable off the power supply and use it, but why not just buy a 2.1x5.5 plug, wire it yourself and save the power supply for something else?
