Q: Would this stop a very slow moving car? I want to use one as an emergency stopper/marker in my garage when I'm backing my car slowly.

I think so. I left one laying in my driveway by accident and backed over it. It stopped my car completely. You may not feel it immediately if you hit it though, given the shape.

Q: Would these hold a wheelchair while I am assisting my father out of it? The wheelchair locks shift when he is trying to get out now.

They are a heavy weight and they work fine for our travel trailer. However, the trailer is stationary and a wheel chair can shift while a person is trying to get out. I hesitate to recommend these as safety is a issue. Amazon takes returns, you could buy them and have a person try it before you use them for your father. If it does not work return them. - CYD

The odor was extremely strong when I opened it. I had them outside and it took a good couple days for the smell to finally go away. I wouldn’t put them in a container for storage until the smell goes away

I would not use them for transporting a car. You should use tie downs so you can ratchet it in place
