Anyone with fair or oily skin - would you recommend?

I have fair and oily skin and highly recommend this! I break out with everything and this does not ruin me.

Is this product non comedogenic?

Not sure and just read label, but I love this product!!

Will it take the place of moisturizer as well...kind of like a cc cream?

Yes it is very concentrated so use somewhat sparingly. I always cleanse my face first,use eye product, I use an essence then a small amount of moisturizer. I use a concealer where needed then I apply Peter Thomas Roth tinted spf with a damp facial sponge. After that if it's to shiny in any areas I use my tinted shake it by Erno Lazslo. A cream blush ,eyeliner, brow liner Lip liner and lipstick. Then I spray my face with Urban Decays keeping my face makeup intake all day long. I hope that this helps!!

It mentions water resistant. Are there any specifications on this?

Yes, it says on the box “Sweat & water resistant up to 40 minutes”
