Is it warm enough for British winter?

Well, it isn't very thick, but whether it's warm enough depends on: if you'll be outside for more than, say, half an hour: then no, not warm enough. Or, if, like me, you feel the cold; then no, not warm enough. Or if you're just driving to the shops, getting out of your car and popping in and out of warm shops; then yes, warm enough!

Is it waterproof or just rain resistant

Decent waterproof. It has inner lining to protect in normal everyday rain. Would not be thick enough in torrential though.
