Is this an oily leave-in?

You do have to be careful not to apply to your roots, if you apply too much it will make your hair look oily. I would recommend this product for those with dry hair.

Can this be used on natural African American hair?

Yes, in fact it was designed for naturally kinky hair. Have used this product for years, all the great Dominican salons in New York use it exclusively.
