Why is "hypercollectables" selling the rtx 3090 for $3,500.00, when the msrp is $1,500?

Supply and Demand... they know that right now if they charge these insane prices someone will be desperate enough to buy it because the "I need it now" mentality and the "Flex" mentality is real. Until something happens that makes this price gouging completely unacceptable Amazon and these sellers will keep this train going as long as possible. But it's insane to actually charge so much for the card, you're better off going to to a build site and spending $200-$300 more for a complete build with a 3090 inside.

This is not retail pricing by any means, is it a scam?

It's scalper pricing. They use bots to auto-buy items the instant they come in stock, and then they turn around and sell them online for massive profits. Sometimes 2 or 3 times MRSP. Since everything is out of stock right now, due to global issues stemming in part from the pandemic, these scalpers can catch innocent buyers off-guard. They search for a better price online but see the same exorbitant prices everywhere and assume that must just be the MSRP. This is exacerbated by the fact that Trump's tariffs also had an exclusionary clause that expired at the end of 2020. This means that companies obviously pass that extra cost on to us, so tons of computer hardware is 5 to 25% more expensive now. Everything sold by honest retailers is out of stock because of scalpers and cryptominers, but if you're diligent and FAST, it is possible to secure a card at MSRP. Please do not pay scalpers.

When will people stop supporting these scalpers by buying these cards at twice the mrp? the only way they'll stop is if we stop supporting them.

Never. People value things differently and are willing to pay. And, no, they won't stop bc someone always has means and values it more. "Scalpers" are sending scarce items to those who value them higher than you and your not understanding or that it won't ever change is just silliness.

Why doesnt amazon ban price scalpers anything that is 2x over msrp should result in account bans?
