Does this include a standard blade?

No blade was included with mine.

Why is this not being qualified? this is unnecessary expense for the new dx machines with auto depth. the standard blade cuts all this and more.

The listing is correct. As stated, it's a deep cut blade holder specifically for the Scan N Cut. Brother is smart and makes all newer items upward compatible which means that you can use your older blades and such on the newer machines. This is useful because you can save wear and tear on your auto blade when you know you are cutting stuff that requires a deep blade..... bonus, Scan N Cut & Scan N Cut 2 blades are cheaper to buy.

Will this work with scan n cut cm700?

I believe the blades and holders are the same for all models, so it should work.

Yes, when using the deep cut blade holder, the deep cut blade must be used.
