Is this meant to be used on it's own or is it to be used in combination with the deep cleaning formula or Spot and Stain?

It is meant to be used directly on stains. You can then go over it with the carpet cleaning machine which should contain the deep cleaning formula.

How does this differ from Bissell Stain Pretreat for Carpet & Upholstery? If they are redundant, which works better?

I don't think the OXYgen Boost is meant to be a pretreat. It's meant to be used in conjunction with the BISSELL 2X Pet Stain & Odor Portable Machine Formula to better remove stains. I'm still on the fence about the OXYgen Boost and don't always use it. I've never used the Pretreat so I honestly can't say.

Can this be used as the solution to clean carpets using Bissel carpet cleaner? What does 'pretreater' as mentioned in description mean?

I can't tell you what the pretreater means. This is used in addition to the regular shampoo and the little SpotBot it is concentrated so if you were to use it in a regular full size unit I would go ahead and dilute it cuz it's concentrated two times
